Calculate your tip based on the subtotal before tax is added. This is the industry standard and what service professionals expect. Tipping on the post-tax amount means you're tipping on government fees, which doesn't benefit your server.
Example: On a $100 meal with $8 tax, tip 20% of $100 = $20, not 20% of $108 = $21.60
